Saddler's p4p status

Does anyone think that Saddler is rated a little too high p4p. Yes he was a great featherweight but isnt this mainly off the fact that he was so abnormally large for the weight class. I feel that much of his success is based off of his size and this should put him fairly low p4p.

He weighed 126lbs when he had to, on same day weigh ins, same as anyone else could, how can you hold that against him?
