Let' see:

IBF: champ W.Klitschko, tournament: Chambers, Brock, Byrd, Povetkin
WBC: champ Maskaev, mandatory Peter, champ emeritus V. Klitschko, next mandatory McCall
WBA: champ-in-recess Chagaev, tournament winner Valuev-Bergeron, Lyakhovich, Ruiz, Bidenko and maybe Williamson
WBO: champ Ibragimov, voluntary Holyfield, mandatory Thompson

That's a whoppin 19 involved fighters (20 if you count Vitali-warm-up McCline). This will most surely put any unification on hold in the foreseeable future.

There are (not surprising) many undeserving fighters on this list, but IMO at least the top 8 are in the game.

But who's missing in this picture? Which "better-than-Bidenko-boxer" deserves a shot?

Juan Carlos Gomez if he keeps active should be fighting for a world title. The guys a former cruiserweight Champion and 48-1-0

IMO he'd beat Ibragimov, Chagaev and Maskaev the ony guy who I think would trouble Gomez id Wlad becuase of his power and size, but wouldnt suprise me if gomez could outbox him!

Out of this list Virchis is obviously the most deserving guy, in fact he is more deserving than other guys that get shot right now like Oldyfield and Peter.

I think Toney needs to be in there somewhere. He certainly deserves to be in there if someone like Williamson is in there.

Toney and Virchis are my two additions. And Speaking of these two, they could not possibly be any more different. Complete opposites in every way imaginable. LOL

I don't know much about Virchis...do you mean he's not a very skillful fighter?
Because even Toney's critics would suggest he's one of the better technical guys around. Is Virchis more of a slugger?

Gomez got beat by some joke club fighter. He is a non factor.

Chambers is obiviously better than Johnson. I didn't include him because the IBF starts it's tournament with Chambers vs. Brock and I wanted to stick to guys who aren't on the alphabet boy's radar right now.

Well Brewster, Toney and Briggs don't belong in the list then, they all just failed title/top contention bids. If you're talking about guys who've accomplished things overlooked by sanctioning bodies, how can you include guys who very recently had their chance and blew it?
