Hmm?
Only ones I really know are use a strong high guard, and lateral movement, making it harder for them to flash their speed on you..Also dont be scared to be first against someone faster.

That's about the only two you can use for 'defence' really... but rather than 'defense' they are actually methods of closing the distance and creating an opening to launch an attack. I think in terms of defense you need to be evasive i.e. use your footwork.
Dictate when they get into range i.e. move around, keep away and then when you are ready to work the inside slip their fast hands with your lateral movement and work on the inside.

How fast we talkin'? haha
Close the distance and try to stay out of thier affective range, just keep up on them. When youre in close create and look for openings, if none then body shots till they drop. move from side to side with high guard!! basically he'll slow down with body shots and i have sparred guys that slow down the combos when the belief that his speed isn't bothering you. Don't show him that it's a problem. pretty amatuerish stuff but best i can give.

Yeah thats probably the best actually. Just be sharp and on your toes ready for whatever comes at you. I've done the cat and mouse thing before, like made it a big point to my fight to not letting him hit me and he seemed to trouble him.

nice attitude
my advice is to slow down the pace and controll it to your liking and controll the range.
I spar a guy faster tahn me but he hits real hard so i slow down the pace and try to make it a chess match and out think him. You have to controll the middle of th rng and use your feet and brain to bedazzle him

Good judgement of distance beats speed. If someones not close enough it doesn't matter how fast they are. And a jab is faster then any 3 punch combo. Use distance and a sharp jab.
Jeff pretty much nailed it above, but i'd like to add timing to the above points.
Take Cotto and Mosley. Shane is clearly faster than Miguel, yet Miguel beat Shane to the punch repeatedly - he managed this by having superior timing.
Manage the distance, use a half step and time your opponent.
