When you are constantly moving around the ring not throwing much, if anything, and then jumping in with a quick, but not very powerful punch (left hook or a right hand) and then proceeding to jump right back out.

You got it partially correct, but pot shots can be hard blows.. it's basically when a fighter jumps in hits with one or two punches than jumps right back out, usually while circling and moving.

It's used when guys don't just stand in front and engage.
