Michael "The Cunt" Bisping - As you can tell by his nickname, a total douche. Although technically "undefeated," loses fights and then verbally taunts deaf winner. Will meet demise shortly when stepping in cage w/ real MMA monster.
"Relentless" Paul Taylor - Good fighter. Involved in the 2nd most exciting bout of the night in UFC 75 (would have been the 1st in most other telecasts but Houston Alexander's a bitch to follow). Unfortunately for Taylor & England, he came up short against the American fighter but not without hurting him severely and almost TKO'ing him. Taylor was rocked in the bout himself and later succumbed to a wonderfully executed armbar. Overall Taylor has both good submissions and power and should be a force to be reckoned with throughout his MMA career.

Paul "Semtex" Daley is promising, he beat Duane Bang Ludwig, but he has lost to higher tier guys in Azeredo and Jean Silva. Odds are he will run into the same problems alot of other British and European strikers run into due to his lack of wrestling.
In terms of people who fight out of England but aren't from their, you've got Roger Gracie whos only had 1 MMA fight but is a top 3 sport grappler in the world. I also believe that Jean Silva from Chute Boxe is now fighting out of England, he is always exciting, but falls short of the top tier level of lightweights by a fair margin.

The next top guy to come out of England is without a doubt....
