Which flyweight has the bigger legacy in your opinion?

Canto.

Addendum: Not by a little, either.
Perez's best wins are against Shirai and Dower, which are matched, and probably eclipsed by Canto's victories over Oguma and Betulio Gonzalez. Now, throw in victories over really solid contenders like Vargas, Espenal, and former or future titleholders like Avelar and Hanagata, and you've got a winner, imo.

I think Chandler beats them both, but I think both of them could probably last the distance.

Perez was apparently jobbed in his first fight with Pone Kingpeth though (a fight that I'm ordering and which I'll have a look at to judge for myself in the near future). That said, Canto faced the better comp and from the small bits of Perez that I've seen in comparison to Canto, Canto looked a bit sharper on film.
I have heard a person who knows the game (and who saw Perez in his prime) say though that he considered Perez the greatest of the Argentinian champs, which is saying something considering that that includes the likes of Monzon and Locche.
I'd like to have seen a bit more of prime Perez to really tell, but as of now I consider canto the better fighter and the likely victor in a h2h matchup between the pair.

Kingpetch vs Perez 1 was a toss-up fight IMO.It did show Perez likely wouldn't have had much difficulty in his prime.

Speaking of flyweights, how about yuri arbachov? He was the linear flyweight champ for 4 years!

Really good fighter. Kind of reminded me a bit of a smaller Kostya Tszyu in terms of approach. I've toyed with the idea of putting him in my Top 10 at flyweight...but, there are a LOT of really good flyweights to consider.
