I know he's not elite, I'm just trying to get a bunch of names out there so I have a lot to chose from.
Billy Conn knocked out some good fighters, but his KO percentage was very low.

Calzaghe has 32KO's in 44 fights. He has enough power to not be on this list. JMM has enough KO's not to be on this list, so does PBF. NO POWER is not the same as having average power.

The question is ALL TIME...there are many fighters to choose from in history who don't have near 70% KO ratios.

He was elite, he has only 20% KO. ratio. Of course he had some power but he relied more on his skills.

I agree that Jcal nor JMM should be there since they both have good knockout ratios at the weight they fight but floyd has no considireable power at 147 most his knockouts are from the lower weights
But we know the situation and it has to be taken into account. PBF has little power when fighting men who outweigh him by 10-15lbs on fight night. Very few fighters would in that situation.

That might be true but it still stands that he is an elite fighter and fights at a weight where he has no real power....
But this is about whether the fighter has power. A fighter with NO power wouldn't have it in any weight class he is in.

Valuev has 34 KOs in 48 fights as well, not sure how he'd get on there...
