Castillo was the WBC #1 ranked jr. welter. Hatton beat him is he now Witter's mandatory?

Vivian Harris is Witter's mandatory. There's no date for the fight yet though.

hatton would likely have to fight a tittle eliminator to become a manditory.......for obvious reasons ($) he would never do that, even if he felt like fighting witter.....which he doesn't.
