I'd expect the gap to be a bit bigger than that due to Tiger's speed. That would be the main factor here, Briscoe getting beaten to the punch.

Both were masters at taking the fight to their opponents and backing them up.
A ancient, end of his career Briscoe hurt Hagler with bodyshots and made him give ground.

Tiger would have won. He was much stronger than Bennie and had the quicker hands as well, would have beaten the tough Philadelphian to the punch in most exchanges. I actually think Briscoe would have elected to box a lot more in this fight than he was accustomed to, but it would have made no difference in the eventual outcome as Tiger was just a much better fighter than Briscoe.
