Here are some candidates:
Tyson V Holyfield in 1991
Bowe V Lewis
Tyson V Lewis in mid 90's
Holyfield V Lewis in the early 1990's ( would of happened if holy hadn't lost to moorer in 94)
Bowe Vs Tyson
Quartey V Tito
Tito V Pea in mid 1990's
Tito V Norris
sweet Pea V Norris
Jackson V Toney
Jackson V Nigel Benn
Dlh V Tszyu
Jones Jr V dariuz michalzweski
Jones V Mccllelan
Mosley V Mayweather
Mosley V Tszyu
My choice would be Tyson V holyfield in 1991. i was gutted when that fight was called off. i also remember being fired up for tito v norris and gutted when that never happened. tito quartey was a fight that i prayed to see happen

5. De la Hoya vs. Tszyu 1997
6. Lopez vs. Johnson 1996

10. Trinidad vs. Quartey 1997
11. Bowe vs. Tyson 1991
12. Johnson vs. Tapia 1997

Ideally, Whitaker vs. Chavez would have occured a couple years earlier too, around 1991 at 140. Well, ideally it happens 1989 at 135, but I mean, keeping it in the context of the 1990's, 1991 would have been nice.
I suppose Whitaker vs. Taylor would have been good before Chavez got to him as well, around 1990.

Yeah I believe there were talks of the fight happening if Norris beat Mullings.
And I agree with giving DLH credit for fighting lots of big fights, but he ducked some rematches he should have taken, namely against Pea and Bazooka.

He didn't give one guy a rematch, but I haven't exactly read a lot about Witherspoon pleading for a rematch either. It's sort of natural to blame the ATG for no rematch, but it's not like they can give everyone rematches.
