On the world scene, Cooper would be a contender at cruiserweight, but he'd not be a champion, IMO. He certainly wouldn't dominate.

Against top heavyweights he'd lose 9 out of 10 times at least, which is about how successful he was in his own era.
Apart from a points win over Zora Folley (who KO'd him quickly in a subsequent fight), I cant recall Cooper having any big wins on the world scene.

You are making the combined British heavyweight an cruiserweight divisions today sound a lot like the British heavyweight division back in Coopers day.

A few big mediocre fighters with the ones of world calibre principlaly being under 200lbs.

The Cruiser division isn't in bad shape, the Heavies are the worst I can remember since the early 80's. Quarless, Westgarth etc.
