Pretty Boy Floyd is universally recognized as the pound for pound best fighter in the sport. He mad a ton of money fighting De La Hoya, and he is supposedly retired.
Floyd fans say that he is setting the terms for the Ricky Hatton fight in his favor (most notably, that the fight will take place at the 147lb weight division) because he doesn't "need" Hatton and that is completely, totally, wrong.
Pretty Boy Floyd is widely regarded as the best fighter, therefore, he is the logical favorite against most any fighter he faces.
Wladimir Klitschko doesn't NEED Shannon Briggs, because Shannon Briggs lost his title and has been very unimpressive. That logic does NOT apply to the other champions though. Though it may appear that Wladimir would beat, say, Sultan Ibragimov, HE NEEDS Sultan Ibragimov for legitimacy.
Floyd NEEDS Hatton. He also NEEDS Cotto, and Mosley, and a host of others. Just because Floyd would appear to be the favorite, doesn't mean that he doesn't need to BEAT the underdogs to truly gain a spot as an all time great fighter. Take a look at Floyd's record and the record of, say, Oscar De La Hoya and you will find a HUGE difference. Heck, take a look at Vargas' record (Quartey, Trinidad, Wright, De La Hoya, Mosley twice). Take a look at Trinidad's record (Hopkins, Wright, De La Hoya, Whitaker).
Floyd NEEDS the other fighters out there, or else he can never truly become a great fighter. Great fighters have to fight other great fighters, and a faded De La Hoya is just a START.
